Overview

The Attorney II provides legal counsel and conducts complex legal analysis to support state agencies and avoid legal risk. You will manage case work, research statutes, draft documents, and represent the agency in administrative and judicial proceedings. This mid-level role builds on Attorney I by increasing independence and handling more intricate matters. You contribute to regulatory compliance and policy interpretation within a public-sector context. You will work with cross-functional stakeholders to advance agency objectives.

Responsibilities
  • Provide legal guidance on compliance, policy implementation, and statutory interpretation for state agencies, boards, and commissions
  • Review proposed legislation, rules, and policies for legal sufficiency
  • Interpret state and federal laws and regulatory changes impacting agency operations
  • Prepare and present cases in administrative hearings, state courts, and appellate proceedings
  • Assist in defending or prosecuting claims on behalf of the state
  • Develop legal arguments, draft pleadings, and participate in discovery
  • Represent the agency in settlements, mediation, and arbitration when applicable
  • Conduct in-depth legal research on statutory, regulatory, and constitutional issues
  • Draft memoranda, contracts, interagency agreements, and official opinions
  • Review and approve agency contracts and procurement for compliance with laws
  • Advise on ethics, administrative law, public records, and employment-related issues
  • Assist in developing and implementing regulatory policies to ensure compliance with laws
  • Monitor court rulings and legislative changes affecting agency procedures
Key requirements
  • Juris Doctorate from an accredited law school
  • Two years of experience as an Attorney
  • Must be licensed as an Attorney in Arkansas
  • Licensure/certification requirement must be met for practice in the state
  • Strong written and verbal communication
  • Strategic legal advice and risk assessment
  • Ability to manage multiple matters and deadlines
  • Ability to advocate for agency interests and negotiate effectively
  • Advanced legal research using Westlaw, LexisNexis, Fastcase
  • Drafting and reviewing legal documents, contracts, and policy statements
