Overview As Senior Preconstruction Manager, you oversee preconstruction, risk management, and the seamless transition of projects from estimating to operations. You'll lead the preconstruction team, coordinate subcontractors, vendors, and engineers, and ensure compliant, profitable project setup. You work cross-functionally with legal, procurement, and estimating to shape plans and risk strategies. Responsibilities- Coordinate and supervise the preconstruction operations team through the handoff to project operations
- Set clear goals and targets for the preconstruction phase to ensure delivery success
- Contribute to strategy, vision, budget, and business planning for the Preconstruction department
- Build and maintain client relationships (internal and external)
- Recruit, develop, and retain top talent for the department
- Provide regular reports to Preconstruction leadership and executives
- Coordinate with legal, commercial services, estimating, and other support functions
- Collaborate with estimating early project planning and ensure bid includes all plan components
- Prepare procurement quotes and develop scope attachments for subcontractors/suppliers
- Create and maintain preconstruction templates (checklists, risk registers, lessons learned)
- Coordinate with Engineering Manager on preliminary investigations, drawings, routing, surveying, and specs
- Oversee subcontractor/supplier approvals and engineering management involvement
- Assess subcontractor/vendor fit to maximize profit and schedule
- Assist in subcontract and supplier negotiations and contract/subject matter expertise
- Manage pre-contract reporting and compliance with clients/government authorities
- Prepare monthly client invoices and reports for authorized works
- Maintain preconstruction documentation up to handover (checklists, risk registers, lessons learned)
- Support project execution planning and attachment development
- Identify and mitigate scope deviations and cost impacts
- Identify opportunities for profit optimization and planning
- Ensure Phase Gate Review and Pre-Activity actions are tracked and closed
- Travel for preplanning coordination as needed
- Lead risk management processes during preactivity, benchmarking, and lessons learned
- Audit risk registers and actions across site and office
- Report project financials at Monthly Cost-to-Complete meetings
- Coordinate permitting with Permitting Manager and authorities
- Investigate environmental/geotechnical/archeological constraints and mitigation
Key requirements- 7+ years of relevant experience with 2+ years in Project Management
- 2+ years in Preconstruction
- Bachelor or Associate degree in Construction Management, Law, Business or related field
- Knowledge of contract law or risk management preferred
- Travel up to 50%
