Program Controls Manager - Construction

Overview

In this role you will lead program controls across complex projects, driving schedule, cost management, and earned value reporting for a client program. You will oversee controls staff, reporting systems, and data warehouses to support decision-making and ensure alignment with the Program Execution Plan. You'll manage risk, IPC/meetings, and client relations while maintaining quality and consistency across controls practices. This position offers the chance to shape controls processes and deliver actionable insights at program level.

Responsibilities
  • Manage controls budget and schedule across related projects
  • Oversee reporting systems and the controls team to ensure tools are available and functioning per PgEP
  • Direct estimating, scheduling, cost control, earned value analysis and progress reporting for internal management and clients
  • Lead program status reviews (cost, contract, WBS, schedule, resources) and prepare recurring management reports
  • Ensure quality and consistency of controls practices across the client's program and interface with clients
  • Develop and maintain management reporting data warehouse and program controls reports
  • Lead critical path schedule management, cost forecasting, and document control across the program
  • Perform risk management by identifying and mitigating project risks
  • Coordinate IPPM sessions and oversee program execution manuals implementation
  • Analyze forecasted project costs against schedule milestones and provide actionable guidance
  • Maintain relationships with clients, customers, and contractors to support additional business
  • Recruit, develop, train, and evaluate the program controls team
  • Comply with policies and standards
Key requirements
  • Bachelor in Engineering, Construction Management or related field (or equivalent experience)
  • 7 years direct project controls experience or managing industry-specific programs in project controls
  • Field experience in facilitating and producing detailed construction schedules and interfacing with engineering and procurement
  • Experience with Oracle Primavera P6 preferred
  • Experience with Project Management Information System(s) preferred
  • Excellent written and verbal communication skills
