Overview

As a Senior Program Manager, you will lead cross-functional teams to address urgent cost, schedule, and technical issues for a federal IT services program. You will coordinate with service managers, CTO, and clients to shape strategic roadmaps and ensure secure, reliable service delivery. You drive performance improvements, implement new technologies, and oversee multi-vendor efforts while maintaining compliance with federal regulations. This role offers impact in supporting mission-critical government services and shaping program outcomes.

Responsibilities
  • Coordinate with Service Managers and client Service Owners to understand customer needs
  • Work with Technology Operations Manager, CTO, and Service Managers to develop strategic technical roadmaps
  • Identify and implement performance and reliability enhancements with better monitoring and reduced touchpoints
  • Develop technical insertion proposals to bring new technologies to the client
  • Ensure existing services and new solutions are secure, reliable, and resilient
  • Build relationships with AT&T product teams and convey information to CTO and project managers
  • Collaborate with internal/external vendors to gather information on relevant technologies
  • Engage with RIS I Continuous Service Improvement for root-cause insights and process improvements
  • Ensure service solution documentation and training is available for Ops and support teams
  • Provide engineering oversight to ensure monitoring, deployment, troubleshooting, and measurement capabilities in service designs
Key requirements
  • 15-20 years of program or project management experience in programs/contracts of similar scope and complexity
  • Direct experience managing multi-task contracts and multi-vendor environments
  • Knowledge of FAR/DFARS, DoD 5000 series, and ICD 801 policies
  • Experience in requirements analysis, resource allocation, project costing, deliverable tracking, scheduling, and financial data monitoring
  • At least 5 years of Earned Value Management (EVM) experience
  • PMP, FAC-P/PM Senior Level, or DAWIA Level 3 certification in Program Management
  • Top secret / SCI with polygraph clearance
