Overview

As the LTSSMaryland Application Development Architect, you act as the senior technical authority for LTSSMaryland's architecture and development standards. You provide leadership across architecture reviews, code quality, and enterprise solution design to ensure secure, scalable, and maintainable software aligned with State IT strategy. You oversee vendor activities, guide complex integrations, and mentor teams. This role combines technical excellence with strategic governance to support critical health services.

Responsibilities
  • Direct application architecture and development standards for LTSSMaryland systems
  • Review vendor and internal software activities for design and contractual compliance
  • Perform architecture/code reviews and QA assessments for security and performance
  • Provide technical leadership for complex enhancements, integrations, and enterprise solutions
  • Support development, testing, deployment, and maintenance of business-critical apps
  • Establish governance, policies, and patterns for software development
  • Advise program leadership and vendors on design, risk, deployment, and production planning
  • Mentor technical staff and vendor leads on best practices and coding standards
  • Research emerging technologies and propose innovative LTSSMaryland solutions
Key requirements
  • Bachelor's or Master's Degree in Computer Science, Information Systems, or related field or equivalent work experience
  • At least seven years of IT and business/industry experience
  • At least three years as a technical expert in IT, mentoring staff and guiding high-impact decisions
  • Experience with Medicaid or related healthcare organizations (3+ years)
  • Strong ability to translate complex concepts for diverse stakeholders
