Overview In this role you lead enterprise architecture and technology delivery for the County of San Diego, managing a team of architects and collaborating with CTO/CSO to align strategy with security requirements. You will govern standards across applications, data, and cloud, while delivering scalable, secure designs for large-scale modernization. You drive architecture quality, governance, and stakeholder communications in a public-sector context. This is a hands-on leadership role shaping a modernization program with AI/automation and zero-trust security.

Responsibilities- Lead and manage the architecture team, incl. performance management and prioritization
- Partner with CTO/CSO to develop/execute EA strategy and roadmaps; govern standards across domains
- Oversee delivery of architecture solutions aligned to business needs and standards
- Review deliverables for quality, enforce cloud-native, API-first, microservices, and containerization patterns
- Participate in governance; document decisions and establish guardrails for low-code/no-code and AI-enabled workflows
- Support enterprise technology roadmaps, standards, and guiding principles; oversee platform choices, cloud providers, databases, and AI/ML ecosystems
- Provide architectural oversight across projects; balance resources for on-time, on-budget delivery
- Engage stakeholders; deliver executive briefings and decision-support artifacts
- Monitor emerging tech for public-sector modernization; govern AI model lifecycle with risk controls and auditability
- Ensure cross-functional consistency of architecture decisions; collaborate with cybersecurity leadership on zero-trust and controls
Key requirements- 10+ years in enterprise architecture, solution design, and technology strategy across applications, data, integration, infrastructure, and security
- 3+ years leading technical teams with mentoring experience
- Relevant IT Architecture certification
- Hands-on experience with cloud-native architecture, microservices, API-led connectivity, and platform-based architectures
- Proven ability to manage multiple concurrent initiatives and deliver on time and budget
- Ability to deliver executive-ready briefings and decision-support artifacts
- Financial management experience including budget planning and performance analytics
- Strong written and verbal communication for executive presentations
