Senior Counsel: Litigation, Regulatory Advocacy & Policy

Overview

In this role you will lead complex litigation, arbitration, and regulatory matters to protect Rover's business. You'll work with the Government Affairs team to analyze laws and advocate for Rover and the pet-loving community. You'll manage outside counsel, craft policy materials, and translate legal risk into actionable guidance for internal partners. This role combines litigation leadership with strategic regulatory insight to shape Rover's long term success in a fast growing tech environment.

Responsibilities
  • Actively manage complex litigation, arbitration, and regulatory matters from inception through resolution, including pre-litigation strategy, pleadings, discovery, motions practice, appeals, mediation, and resolution
  • Propose and drive solutions to novel, complex legal issues of material impact to the business, exercising independent judgment and creativity
  • Cultivate long-term partnerships with outside counsel across multiple complex matters, educating them about Rover's business, risk profile, and values; provide direction to improve quality and efficiency
  • Monitor and analyze proposed legislation, regulations, or policy affecting Rover and the community of pet lovers; forecast impacts and draft amendments or legal explanations
  • Draft persuasive engagement materials (advocacy letters, public comments, talking points) for engagements with policymakers and regulators
  • Occasionally represent Rover in meetings with government officials and participate in public hearings or stakeholder groups
  • Serve as a subject matter expert on litigation, regulatory, and policy risks for internal clients, delivering clear, audience-appropriate guidance
  • Partner with internal stakeholders to collect information for depositions, hearings, or mediation; advise on business updates in response to compliance obligations
  • Identify and lead opportunities to improve and scale legal processes in your subject area
Key requirements
  • At least 12 years of relevant litigation or regulatory legal practice, ideally including some in-house experience
  • Excellent writing and communication skills; ability to draft polished briefs, regulatory submissions, policy memos, talking points
  • Excellent interpersonal and relationship-building skills; collaborative and able to handle disagreement sensitively
  • Strategic vision with ability to position Rover for long-term success and understand evolving legal trends
  • Curious and pragmatic problem-solver who asks questions and avoids assumptions
  • Strong work ethic and creative problem solving in litigation, policy engagements, and related work
  • Extremely organized and detail-oriented; able to thrive in fast-paced environments
