Senior Defense Industrial Base Economist

Overview

In this role you will apply economic analysis to assess the Defense industrial base and maritime capabilities, informing shipyard decisions and readiness. You will work with cross-functional teams to compare regions, model costs, and evaluate capacity under diverse scenarios. You'll deliver executive-ready analyses and defend your methods to senior stakeholders. This position supports national security objectives by shaping policy-relevant insights and strategic investment decisions.

Responsibilities
  • Support impartial evaluation of a potential fifth public naval shipyard and other maritime alternatives, comparing regions on workforce, industrial ecosystem, and site feasibility.
  • Estimate capital, operating, lifecycle costs, schedules, ramp-up, and uncertainty for various approaches (new construction, expansion, modernization, PPP, etc.).
  • Assess labor markets, suppliers, capacity, ports, utilities, transportation, escalation, and competition with Navy and commercial projects for scarce resources.
  • Evaluate effects on fleet maintenance capacity, workload balance, throughput, schedule performance, surge capability, transit time, and fleet readiness under different scenarios.
  • Design independent studies of defense industrial base capacity, resilience, affordability, competition, responsiveness, and long-term viability using multiple analytic methods.
  • Prepare and present executive briefings, issue papers, decision memoranda, and dashboards; defend methods and conclusions before technical and nontechnical audiences.
Key requirements
  • Bachelor's degree in economics, applied economics, public policy, statistics, or related field
  • 12+ years' experience in economics, defense or industrial base analysis, corporate finance, supply chain risk, or operations research
  • Demonstrated application of microeconomics, industrial organization, quantitative methods, and corporate financial analysis to complex policy or national security questions
  • Experience building models, resolving incomplete or conflicting data, communicating uncertainty, and briefing senior executives or comparable leaders
  • Active Top Secret Clearance required
