Overview As Senior Cost Estimator, you will support the Panama pursuit for the ACP by delivering cost, commercial, and project controls expertise. You'll review, develop, monitor, and control costs across bid, design, and construction phases, integrating cost with schedules for complex infrastructure programs. You will advise on contingency development, budgets, and resource allocation, and support claims analysis and value engineering. This role offers impact through rigorous cost management in a high-profile international project.

Responsibilities- Advise ACP on contingency development, budgets, and resource allocation during bid stage
- Review bid documents for budget development and cost-loading methodologies
- Track project-level cost, schedule, and budget, coordinating with controls personnel
- Develop, maintain, and monitor budgets, cash flows, and cost trends
- Establish tracking for critical issues to maintain budgetary control
- Assist in reviewing cost estimates for conceptual design, variations, and value engineering
- Evaluate estimating assumptions, pricing strategies, and change-order proposals
- Provide expertise in valuation of claims, forensic cost analysis, and quantum assessment
- Support cost-risk analysis, forecasting, and risk-informed projections
- Integrate cost and schedule data (EV) and support applications for payment
Key requirements- Bachelor's degree in a related field
- Typically 12+ years in cost estimating, project controls, or related discipline
- Experience supporting major infrastructure or construction programs
- Strong knowledge of budgeting, forecasting, cash-flow analysis, and change management
- Experience with claims evaluation, forensic cost analysis, or dispute-resolution support
- Ability to review contracts, bid documents, schedules, and cost records
- Understanding of WBS/CBS, resource-loaded schedules, and cost-loading methodologies
- Experience benchmarking estimates against industry data and historical performance
- Strong analytical, written, and verbal communication skills
- Proficiency with Microsoft Excel and other cost-management tools
- Professional certification such as AACE, CCP, CEP, MRICS, PMP preferred
- Fluency in English; Spanish encouraged
- Ability to work in multicultural, international project environments and with Panama clients
