Overview In this role you lead the estimating function within the Charlotte Division, directing standardized estimating practices across bid and awarded projects. You shape strategies for self-performed work, subcontractor procurement, and cost data management, while guiding software and tools use. You partner with operations leadership to develop competitive, executable project approaches and serve as final authority on pricing and methodologies. This role combines strategic direction with hands-on estimation oversight in a fast-paced environment.

Responsibilities- Lead the division's estimating process and ensure standardized procedures across bids and awards
- Set estimating strategies, bid criteria, and pricing methods to support growth and competitiveness
- Analyze past performance, production rates, labor efficiency, and cost trends to set standards
- Maintain historical cost databases, bid management systems, and estimating software
- Coordinate deliverables standards and budget tracking tools with the Division Manager
- Direct the estimating team and allocate resources for projects
- Recruit, mentor, and evaluate estimating personnel for continuous improvement
- Review plans, specs, geotechnical reports, and contract docs to ensure complete scope and pricing
- Lead pricing for self-performed heavy civil activities and develop conceptual budgets
- Identify risks, mitigation strategies, and evaluate methods, sequencing, and logistics
- Solicit subcontractor and supplier pricing and manage qualification and scoping
- Prepare bid instructions, forms, and solicitation materials
- Perform quantity takeoffs and pricing for conceptual budgets and bids
- Participate in Design-Build, CMGC/CMAR, negotiated, and hard-bid opportunities
- Communicate project information, insurance requirements, and marketing collaboration
- Review constructability with operations to support cost-effective execution
- Monitor cost trends and factors impacting estimates; lead bid review meetings
Key requirements- Minimum 15 years in heavy civil construction with at least 10 years in estimating and leadership
- Bachelor's degree in Civil Engineering, Construction Management, or Business Administration (or equivalent experience)
- Proven experience estimating self-performed heavy civil projects (earthwork, utilities, concrete, infrastructure)
- Deep understanding of means/methods, sequencing, constructability, production rates, and temporary works
- Strong knowledge of public/private procurement, competitive bids, negotiated work, and alternative delivery
- Experience with plans, specifications, schedules, geotechnical reports, and risk factors affecting cost
- Proficient with estimating software, bid management tools, cost databases, Takeoff tools, and related software
- Experience with HCSS HeavyBid, AGTEK, Bluebeam, Primavera P6 or similar is preferred
- Strong mathematical, analytical, organizational, communication, leadership, and computer skills
- Ability to lead teams, manage multiple pursuits, and make decisions under deadlines
