Overview In this role you oversee estimating teams to ensure accurate, timely bids on large transportation projects, balancing technical execution with risk management. You will coordinate across design, contracts, and field inputs, shaping bid strategy and mitigating cost exposure. Responsibilities- Manage the delivery of estimates across projects with input from design and design-build alternatives
- Lead and organize the estimating team to review plans, assign work, and execute winning bid strategies
- Demonstrate expert HCSS knowledge for labor, equipment, insurance, bonding, and taxes
- Prepare accurate, timely estimates for large transportation bids and oversee the estimating process end-to-end
- Assess bid documents to identify risk and opportunities, defining cost exposure and contingencies
- Understand complex project phasing (earthwork, structures, paving, underground) and manage scope accordingly
- Coordinate with contracts, legal, taxes, and HR for inputs to estimates and compliance
- Lead JV estimate processes, including joint venture instructions and partner collaboration
- Develop subcontractor relations, perform outreach for minority participation, and buy-out subcontracts and purchase orders
- Mentor and develop junior estimators and participate in talent management and performance reviews
Key requirements- Four-year engineering degree or equivalent
- Ten+ years in an estimating role
- Proficient with Microsoft Office Suite
- Proficient with industry estimating software
- Experience as prime contact with minimal oversight on projects
- Proficient with Enterprise Project Management Systems
- Proficient in P6 and Critical Path Scheduling
- Experience in large, complex transportation/heavy highway projects (>$100M)
- Ideal candidates have market sector project experience identified by the business unit
