Overview In this role you will provide expert HR support for workforce planning, staffing, and organizational development within a Defense Agency. You will guide a blended workforce spanning DoW civilians, military personnel, joint assignees, detailees, and contractors, advising leadership on staffing and organizational design. You will manage HR actions across the employee lifecycle, maintain accurate manpower records, and help drive performance management and workforce risk mitigation. Responsibilities- Provide SME on DoW civilian and military personnel policies, workforce planning, position management, and organizational design
- Support a blended workforce including civilians, active-duty and reserve military personnel, Joint Duty Assignees, detailees, and contractors
- Manage DoW civilian hiring from requirements through onboarding (identify staffing needs, review structures, develop PDs, coordinate packs, track processes, onboarding)
- Maintain manpower and personnel documentation (UMDs, PDs, org charts, staffing plans, billets, performance plans, rosters, reports)
- Develop, administer, and maintain performance-management systems; advise on plans, progress, ratings, and awards
- Monitor staffing levels, vacancies, hires, rotations, assignments, details, and contractor support; identify gaps and risks
- Produce workforce analyses, reports, memos, briefings, and senior-leader data responses
- Coordinate HR activities with manpower offices, servicing HR offices, military personnel, security, managers, and stakeholders
- Use and maintain HR systems (MyBiz+, DCPDS, MMS) and ensure compliance with laws, policies, and records-management
- Protect sensitive information and handle PII appropriately
- Support organizational stand-up and change management including creating workforce plans and tracking changes
- Track personnel actions from reorganizations, reassignment, promotions, and reporting-chain changes; assess impacts
Key requirements- 15+ years of HR/workforce-management support in DoW, a Defense Agency, military department, or comparable federal organization
- Expert knowledge of federal and DoW HR policies, procedures, and personnel-management practices
- Experience managing the federal civilian hiring process from needs through onboarding
- Experience with a blended workforce (civilian, military, Joint Duty Assigned, detailees, contractors)
- Experience developing/maintaining UMDs, PDs, org charts, staffing plans, performance plans, and related docs
- Knowledge of position management, classification, recruitment, staffing, performance management, employee relations, and personnel actions
- Experience using MyBiz+, DCPDS, MMS or comparable HR/manpower systems
- Strong analytical, organizational, technical-writing, customer-service, and stakeholder-coordination skills
- Ability to manage multiple actions and deadlines in a complex environment
- Ability to communicate complex HR requirements to senior leaders, supervisors, and staff
