HSE MANAGER
(Health, Safety, Environmental)
Take the helm of safety leadership for a landmark, multi-billion-dollar industrial construction of GMP manufacturing facility (pharmaceutical, life sciences, biotech) project in Virginia.
As the Owner's Senior HSE Manager, you will drive the health, safety, and environmental strategy, governance, and assurance program for one of the region's largest capital developments. Representing the owner, you will provide independent oversight of EPC/EPCM performance from engineering through to commissioning and startup. This high-visibility role offers highly competitive compensation, full per diem, and comprehensive expense coverage for the right leader.

Key Responsibilities
- Strategic HSE Governance: Develop and execute the Project HSE Strategy, establish leading/lagging KPIs, and build an executive-level safety dashboard.
- Contractor Performance Oversight: Review, approve, and audit contractor HSE plans, ensuring full alignment between the owner's expectations and field execution.
- Critical Risk Management: Oversee hazard identification for high-risk operations including critical lifts, SIMOPS, confined spaces, and electrical safety.
- Incident Prevention & Root Cause Analysis: Lead incident investigations, facilitate root cause analyses for near-misses, and deploy proactive safety initiatives.
- Regulatory & Environmental Compliance: Maintain seamless interfaces with OSHA, the EPA, and local agencies while managing waste, water protection, and spill prevention programs.
- Commissioning & Startup Integration: Support construction turnover by participating in Pre-Startup Safety Reviews (PSSR) to ensure full operational readiness.
Position Requirements
- Education: Bachelor's degree in Safety, Environmental Science, Engineering, Construction Management, or a related field (Master's preferred).
- Industrial Experience: Minimum 15+ years of progressive HSE experience, with at least 10 years dedicated to large industrial capital projects.
- Mega-Project Scale: Proven track record managing projects exceeding $500 Million Total Installed Cost (TIC) under EPC/EPCM delivery models.
- Technical Expertise: Comprehensive understanding of OSHA, EPA, and permit-to-work systems, alongside experience steering projects through commissioning and startup.
- Preferred Credentials: Active certifications such as CSP, CHST, CIH, NEBOSH Diploma, OSHA 500, or ISO 45001 Lead Auditor.
