Senior Instructional Designer

Overview

In this role you will lead workforce capability-building for a large federal program, guiding the design and delivery of multi-format training to transfer skills to client staff. You'll work within a cross-functional team to align learning with program goals and drive adoption of new processes. Expect to translate complex needs into actionable, scalable content and governance structures. You will enable sustainable training through coaching, train-the-trainer programs, and knowledge-transfer artifacts, all while measuring ongoing impact.

Responsibilities
  • Deliver and maintain a Workforce Capacity Building Plan
  • Conduct learning needs analyses and develop learner personas
  • Perform user research and coordinate with SMEs to scope content and learning paths
  • Design and deliver guided-walkthrough training with adult-learning models and track completion
  • Produce knowledge-transfer artifacts (playbooks, materials, process guides) in modern formats
  • Embed coaching and mentoring within governance, portfolio, and communications work
  • Build train-the-trainer structures and long-term governance plans for client self-sustainment
  • Support quarterly workforce capability assessments against transition targets
Key requirements
  • Ability to obtain and maintain a U.S. government security clearance
  • Bachelor's degree, preferably in Instructional Design, Education, or a related field
  • 8+ years of instructional design experience, including embedded coaching (not classroom-only)
  • Working knowledge of ADDIE and Bloom's Taxonomy
  • Experience building multi-format learning content (micro-learning, video, playbooks)
  • Experience designing and tracking large-scale training programs
  • Experience producing Section 508/WCAG-conformant training content
  • Proficiency with MS Office and tools such as Articulate, Camtasia, Vyond
  • Strong facilitation and adult-learning design skills
  • Ability to convey complex information clearly in writing and in presentation
  • Experience collaborating within a multidisciplinary delivery team
  • Local to Baltimore, MD metro area and able to visit client site at least 2 days/week
