Deputy Construction Project Manager - Disaster Recovery

Overview

In this role, you support Los Angeles County's disaster recovery efforts by overseeing day-to-day field operations, coordinating construction activities, and guiding process improvements. You work with inspectors, engineers, and contractors to ensure quality, compliance, and timely delivery within HUD CDBG-DR/CDBG-MIT programs. The position balances field leadership with cross-functional collaboration to strengthen communities and mitigate future risks. This opportunity lets you shape how large-scale recovery and resilient construction are executed on the ground.

Responsibilities
  • Manage day-to-day operations and logistics of field personnel across LA County
  • Oversee field construction activities, inspections, and contractor work for quality and timely delivery
  • Develop and refine construction processes, SOPs, and operational improvements
  • Ensure compliance with HUD CDBG-DR/CDBG-MIT requirements and applicable Building Codes
  • Provide leadership, training, and mentoring to field teams; address performance issues
  • Coordinate with local officials, contractors, and program managers to align activities
  • Prepare reports and updates for project management and stakeholder communication
  • Maintain project schedules, milestones, and deliverables; identify and mitigate risks
  • Oversee plans, scopes of work, and contractor submissions for consistency with budgets
  • Travel across LA County for site visits, training, and outreach
Key requirements
  • Bachelor's degree in Construction Management, Engineering, Architecture, or related field
  • 3-5 years of experience in construction management or field operations
  • Experience managing multidisciplinary field teams
  • Familiarity with HUD CDBG-DR/CDBG-MIT requirements
  • Knowledge of LA County and CA Building Codes; ADA and accessibility standards
  • Proficiency with Xactimate, RSMeans, and Microsoft Office (Excel/Word)
  • Strong leadership, writing, communication, and organizational skills
  • Valid driver's license and willingness to travel statewide
