Surface Fleet Senior Training Analyst

Overview

In this role you will analyze surface fleet training programs and serve as a policy and action officer for USFF's N7. You will synthesize program data, develop briefs and papers, and coordinate with senior military and civilian stakeholders to improve training policy and execution. You'll lead and participate in cross-functional teams to identify gaps and solutions, promoting efficient, policy-aligned training across the surface fleet. The position combines analytic rigor, stakeholder engagement, and public speaking to inform senior leadership decisions. This is a mission-driven opportunity to shape Fleet training policy and its implementation.

Responsibilities
  • Assist in validating and prioritizing surface Fleet training to meet operational needs and provide government recommendations
  • Develop, coordinate, and maintain surface Fleet training policies and related processes
  • Produce and monitor training policies supporting FRTP and OFRP; prepare executive materials
  • Provide guidance to government representatives in forums, meetings, and working groups
  • Prepare documentation and briefing materials for effective communication to leadership
  • Participate in and document working groups and conferences with stakeholders on implementation
  • Review surface-related instructions and doctrines (CONOPS, ROC/POE, TTP) and propose improvements
  • Review NTSPs per OPNAVINST 1500.76 and SOPs, ensuring proper training inclusion and delivery
  • Support, coordinate, and respond to routine training policy tasks and inquiries
Key requirements
  • Bachelor degree required; Secret clearance
  • Active surface warfare experience at senior enlisted or mid-grade officer level or higher
  • Six (6) years of general training program analyst experience (10 years in lieu of degree)
  • Proven written and verbal communication skills at senior executive level; ability to manage multiple priorities independently
  • Experience with MS Office (Word, Excel, PowerPoint)
  • Ability to engage senior staff and lead cross-functional efforts
  • Experience in fleet training operations, policy, doctrine, systems, and staff procedures
  • Experience managing large, complex projects with multiple stakeholders
  • Public speaking and presentation

  • Fleet Training policy documents (FTC, SGTTC, Surface Force Training and Readiness Manual)
