Overview In this senior, client-facing role you will lead water economics and investment strategy efforts to mobilize private capital for municipal water utilities. You'll act as a strategic financial advisor, bridging utilities with investors and shaping funding, procurement, and delivery models. You'll leverage global best practices to build a nationally recognized advisory practice within GHD's Asset Management group. You'll work with cross-functional teams to deliver financially sustainable infrastructure at scale.

Responsibilities- Lead business development and market growth for water AM advisory services
- Win and shape on-call task orders; pursue opportunities with municipal/regional water clients
- Lead proposals, interviews, scope development, and pricing strategies
- Build relationships with regulators, utilities, private water companies, and partners
- Serve as Project Manager or Technical Lead on AM and economic advisory projects (asset management plans, capital planning, lifecycle costing, financial modeling)
- Develop and review business cases using economic, financial, and risk frameworks
- Oversee AM program governance, policy, and organizational design; digital AM enablement (CMMS, EAM, GIS, analytics)
- Manage multidisciplinary teams across advisory, engineering, and digital groups
- Engage utility executives with trusted advisory insights; mentor early-career professionals
- Design project architecture and diagnose client issues; build tailored, integrated solutions
- Maintain external accreditations and stay current with regulation and best practices
- Lead complex business advisory processes aligned with organizational strategy
Key requirements- 20+ years in infrastructure finance, water/wastewater economics, investment advisory, or related fields
- PE or equivalent credential (CFA, PFM, or comparable financial certification valued)
- Bachelor's or Master's degree in Engineering, Economics, Finance, Public Policy, or related field
- Deep expertise in water and wastewater utility operations and finance (rate structures, capital planning, CIP, regulatory frameworks)
- Proven experience structuring or facilitating P3/PPP transactions and private capital placement
- Strong knowledge of U.S. municipal finance instruments (bonds, SRF, WIFIA, environmental impact bonds, credit facilities)
- Familiarity with international delivery/financing models (Australia, UK, Asia-Pacific)
- Proven ability to engage C-suite and municipal finance leaders; experience with investors/infrastructure funds
- Understanding of asset management principles and their link to financial strategy
