Overview As Program Director, you lead large-scale transportation megaprojects from early design and environmental phases through final design or bridging documents. You'll coordinate with NYCDOT and other agencies, direct a broad team of Parsons and subconsultants, and ensure on-schedule, within-budget delivery. You'll shape scope, risk, and execution plans while maintaining high standards of QA/QC and safety. This role blends technical leadership with stakeholder management to advance urban mobility and infrastructure resilience.

Responsibilities- Define project vision, goals, and risk management with the client
- Direct design, technical work, and administration for large programs
- Represent the company in client and subcontractor interactions
- Negotiate scope changes with clients and key subcontractors
- Coordinate public-facing interactions and regulatory negotiations
- Develop and implement project execution, health & safety, and QA/QC plans
- Resource mobilization and cross-functional team development
- Develop budgets, schedules, and plans; monitor adherence and performance
- Lead action plan development for cost overruns or delays and communicate changes
Key requirements- BS in Civil Engineering with 20+ years of related experience
- Professional Engineer registration in New York
- Meets Parsons' project management certification requirements
- Strong written and oral communication skills
- Knowledge of industry practices, regulations, and current technology
- Experience delivering EIS for complex urban transportation projects (> $500M)
- Experience planning design of bridge/highway infrastructure (> $500M) or design-build bridging documents
- Proven ability to manage multidisciplinary teams and stakeholder environments
- Experience with NYCDOT/NYSDOT projects is preferred
