Overview As a Database Architect Senior, you will shape the data architecture for ONR Comptroller's Data & Analytics division, aligning data strategy with mission needs. You will collaborate with analysts to turn S&T data into actionable insights through dashboards, reports, and AI/ML models. You will lead data quality, governance, and metadata programs while ensuring secure, scalable cloud infrastructure compliant with FedRAMP High and DoD IL5. This role offers impact at the intersection of data science, enterprise data management, and defense analytics.

Responsibilities- Identify, acquire, and curate S&T data sets (publications, grants, patents, startup activity, company data, informal literature).
- Engage with analysts to answer strategic questions, automate reports, and configure dashboards for real-time insights into global research trends.
- Establish data quality programs (profiling, cleansing, enrichment, stewardship) and maintain metadata, data lineage, and data dictionaries.
- Develop and deploy advanced analytics, dashboards, and AI/ML models with ONR stakeholders.
- Provide onboarding and training for analytics platforms; foster a data-literate workforce.
- Establish and support a Data Governance Board for policies, standards, and compliance with continuous user feedback.
- Design, deploy, and operate cloud-based architectures authorized at FedRAMP High and IL5, including ATO maintenance, CM, patching, monitoring, and help desk.
- Implement secure data access mechanisms (APIs, UIs) and secure bulk data download for authorized users.
- Manage access under a formal data governance framework with metadata management and data cataloging.
- Develop ML/AI models (including NLP) to analyze unstructured text and integrate AI/ML platforms (e.g., AWS SageMaker, Azure ML).
- Automate infrastructure and workflows using IaC (Terraform, Ansible); build CI/CD pipelines; develop streaming data pipelines (Kafka, Kinesis) for real-time processing.
Key requirements- Bachelor's Degree in computer science or IT related degree with 7 years experience
- Seven (7) years of data architecture design experience with enterprise architecture and ETL
- Seven (7) years of data modeling experience (logical and physical designs)
- Seven (7) years of data architecture and ETL experience in an S&T mission-focused organization
- Seven (7) years of data architecture and ETL experience for DoW or Federal Agency
- Experience designing OLTP, OLAP, and reporting systems
- Experience providing architecture and designs for Database, BI, Data Integration, and MDM including cloud-based solutions
- Expertise in high-level architecture and data strategy/adoption for ingestion and analytics apps
