Overview In this role you drive Capital Improvement Projects across the East Texas region, partnering with operations and regulators to deliver compliant, scalable water and wastewater solutions. You will lead technical design reviews, manage third-party consultants, and guide projects from planning through commissioning. You'll help optimize treatment processes, evaluate new technologies, and contribute to long-range capital planning. Responsibilities- Provide project management support for design and construction of capital projects
- Direct third-party consulting firms and oversee preparation of technical, bidding, and contractual documents
- Ensure designs meet capacity, performance, safety, and regulatory standards
- Serve as senior technical manager for water/wastewater treatment design and analysis
- Review designs prepared by others and support construction, commissioning, and startup
- Recommend pilot studies and assess new treatment technologies
- Collaborate with Operations to optimize treatment processes and deploy new tech
- Participate in capital planning and asset management activities
- Develop and maintain Enterprise-wide design standards and guidance
Key requirements- Bachelor in Civil/Environmental Engineering
- Professional Engineer (PE) license in Texas or ability to obtain within 6 months
- 6+ years in water/wastewater and project budget management over $1M
- Project management experience preferred, PMI certification a plus
- Experience with field testing, data collection, and master planning for water and sewer systems
- Valid driver's license and ability to travel to project sites
