Overview As Construction Engineer III in Houston, you drive on-site execution and coordination for roadways, bridges, and utility installations. You'll support both construction and design staff, liaising with clients, inspectors, and contractors to ensure quality, safety, and timely delivery. The role blends field observation, documentation, and technical review to protect owner interests and resolve conflicts. You'll work with cross-functional teams and have opportunities to engage directly with clients. Responsibilities- Conduct on-site observation of work, repairs, and tests
- Coordinate construction activities with clients, inspectors, contractors and public agencies
- Protect owner against defects and deficiencies in the work
- Serve as liaison with contractor
- Prepare, edit, and format engineering construction reports and field documentation
- Maintain project logs (RFIs, submittals, change orders, correspondence)
- Review contractor submittals for completeness and accuracy
- Read and interpret plans, specifications, blueprints, and maps
- Assist with civil, transportation, and municipal client service
- Communicate effectively with contractors and public representatives
- Assist Construction Manager in resolving construction conflicts
- Organize and maintain digital project files
- Assemble bid packages and closeout documents
- Use Bluebeam for plan reviews and markup
- Assist with checking construction drawings for accuracy
- Track revisions and updated documents
- Visit sites 20% of the time to observe and report
- Prepare status updates and meeting minutes
- Identify issues and propose solutions
- Act as liaison during construction activities
- Assist with PowerPoint presentations for progress meetings
- Report issues to Construction Manager
- General civil engineering and client service

Key requirements- Professional Engineering License
- 5+ years of progressive experience in construction engineering
- Proficiency with Microsoft Word, Excel, PowerPoint
- Bluebeam proficiency for PDF markup and plan review
- Experience with Revit or CAD/BIM (viewing and basic navigation)
- Strong written and verbal communication
- Ability to organize large volumes of technical information
- Detail-oriented and able to work independently

- Ability to travel throughout the greater Houston area and contiguous counties
