Overview In this role you will oversee on-site construction for a major rail tunnel project, ensuring adherence to plans, quality, and safety standards. You will act as the primary liaison among contractors, site teams, and project engineers to maintain alignment on objectives. You will apply tunneling expertise, particularly SEM methods and shaft construction, to manage risk, QA/QC, and timely execution within budget. This position integrates safety, environmental compliance, and stakeholder coordination to deliver critical underground infrastructure.

Responsibilities- Supervise daily on-site construction activities for rail/tunnel projects, ensuring compliance with plans, specs, and quality standards
- Serve as main liaison between contractors, site supervisors, and project engineers to resolve on-site issues
- Enforce safety protocols and monitor EHS compliance for tunneling work, conducting regular inspections
- Prepare detailed daily/weekly construction progress and site condition reports with thorough documentation
- Identify and resolve on-site engineering and construction issues related to excavation and SEM tunneling
- Manage planning, design, construction, and maintenance phases of tunnels and ventilation shafts
- Provide technical tunneling expertise, including design review and material selection
- Implement QA/QC procedures and conduct site inspections to ensure workmanship conformity
- Identify risks with tunneling operations and develop mitigation and contingency plans
- Liaise with project stakeholders (government, contractors, consultants, communities) to ensure alignment
- Monitor budgets and resources; identify cost-saving opportunities
- Ensure environmental compliance and sustainability measures (pollution control, waste management)
- Maintain accurate project records and prepare progress reports for stakeholders and senior management
Key requirements- Bachelor's degree in construction-related field and 10+ years field construction experience
- 10+ years in heavy civil construction with focus on large shafts, excavation, tunneling
- Experience with SEM tunneling, shotcrete lining, shaft construction preferred
- Strong liaison and communication skills across contractors, site staff, and engineers
- Proven track record enforcing safety and environmental regulations
- Excellent report writing and record-keeping abilities
- Demonstrated problem-solving for on-site engineering issues in excavation/tunneling
- Knowledge of tunneling methods, ventilation systems, and geotechnical principles
- Proficiency in project management software, CAD tools, and technical analysis software (e.g., AutoCAD, MATLAB, ANSYS)
- OSHA, ASTM, NFPA familiarity; environmental and safety risk assessment
- Local NYC-area experience helpful; hydraulic shield experience may be considered
- Advanced degree or professional certification (e.g., PE) preferred
- Minimum 10 years in tunneling/underground construction roles
