Government Contracts Proposal Writer & Capture Manager (DOJ/DHS/DOC)

Overview

In this role you will lead end-to-end capture and proposal efforts for federal opportunities (DOJ, DHS, DOC). You'll shape winning strategies and translate technical concepts into clear narratives that align with agency missions and procurement needs. You'll manage capture activities, write persuasive content, and coordinate across SMEs to meet strict deadlines. This position offers influence on high-value programs and exposure to multiple federal components, with a focus on compliant, compelling proposals.

Responsibilities
  • Lead capture strategy development for DOJ, DHS, and DOC opportunities, including qualification, competitive analysis, engagement, and win-theme development
  • Develop capture plans, call plans, customer insight summaries, and solutioning frameworks
  • Identify and negotiate teaming agreements, NDAs, and subcontractor roles
  • Serve as lead writer for technical, management, staffing, and past performance volumes
  • Ensure all sections comply with RFP/RFI/SOW/PWS and agency-specific instructions
  • Manage proposal schedules, color team reviews, and content integration across SMEs
  • Develop storyboards, outlines, compliance matrices, and annotated templates
  • Coordinate graphics, resumes, past performance, and corporate experience content
  • Ensure proposals meet formatting, page limits, and submission requirements (SAM.gov, eBuy, agency portals)
  • Monitor procurement forecasts, analyze contracts and competitive landscapes
  • Facilitate solutioning sessions with SMEs and executives; coach on proposal best practices
  • Support pipeline development and gate reviews (Gate 0-4)
Key requirements
  • Bachelor's degree in relevant field
  • 5-10+ years in federal capture and proposal development
  • Demonstrated success writing and managing DOJ/DHS/DOC proposals
  • Experience supporting proposals valued at $10M-$100M+
  • Expert knowledge of FAR/DFARS, agency supplements, and federal lifecycle
  • Proficiency with proposal tools (SharePoint, Adobe, MS Office, SAM.gov)
  • Ability to lead color team reviews and manage multiple deadlines
  • Exceptional ability to translate complex technical concepts into compelling narratives
