Overview

In this global role you will establish standards, playbooks, and analytics to enable consistent, scaled construction delivery for Microsoft's capital portfolio. You lead the Program Management Office, balancing global consistency with regional flexibility, and drive continuous improvement through lessons learned and refreshed benchmarks. You work with regional PM leads, Tier 1 partners, and cross-functional teams to socialize standards and ensure data-driven decision making. This is a strategic, impact-focused opportunity to shape how global capital projects are planned, funded, and delivered.

Responsibilities
  • Author and maintain global construction delivery standards, playbooks, process flows, and templates for the full project lifecycle.
  • Define minimum global requirements at each stage gate while allowing regional market flexibility.
  • Establish standard deliverable definitions, RACI, and documentation requirements for governance across regions.
  • Drive adoption of standards through onboarding, training, and periodic reviews with regional teams and Tier 1 partners.
  • Create a common cost taxonomy and standardized budget structures, including WBS, cost codes, and contingency definitions.
  • Define global cost benchmarking methodology and refresh benchmark datasets from completed projects.
  • Partner with Capital Planning and REFFIN to inform capital planning and estimate validation.
  • Define standard schedule structures, milestones, and duration benchmarks across project types.
  • Establish global risk management framework with taxonomy, assessment criteria, and escalation thresholds.
  • Lead the PgMO Center of Excellence and socialise standards with regional leads and suppliers.
  • Oversee onboarding, capability development, performance feedback, and cadence for the vendor PgMO team.
  • Own annual PM Platform budget submission, quarterly forecast, and PO management.
  • Own the PM SOWs, renewals, scope changes, and KPI/scorecard definitions.
  • Own the PM Playbook, Cost Model Report, Scheduling Analytics tool, and Lessons Learned process.
  • Drive AI-assisted automation across the Global Construction Project Management Platform.
  • Partner with stakeholders across regions, platforms, Legal, Finance, Procurement, and MS Digital to ensure alignment.
  • Chair the PgMO rhythm of business and manage governance, reviews, and escalations.
Key requirements
  • Bachelor s degree in Construction Management, Architecture, Engineering, Real Estate, Project Management, or related field
  • 10+ years of experience in construction project or program management, capital project delivery, or related work (or equivalent)
  • Experience defining or improving standards, playbooks, or operating models in construction/real estate/ facilities contexts
  • Experience establishing cost, schedule, or risk frameworks and translating data into decisions for senior stakeholders
  • Experience delivering capital construction projects across multiple regions in outsourced (Tier 1) model
  • Experience managing vendor/supplier delivery teams and third-party SOWs
  • Experience building cost taxonomies and benchmarking methodologies for a global portfolio
  • Experience leading a PMO or center of excellence with governance and lessons-learned programs
  • Proficiency interpreting project/portfolio data (e.g., Power BI) and setting metrics
  • Familiarity with contract/delivery models such as GMP, design-build, FIDIC, JCT
  • Professional credentials such as PMP, CCM, RICS, or LEED; AI-assisted tools experience beneficial
  • Experience owning platform budget, forecast, and PO cycle including accruals and supplier invoice validation
  • Experience working across global time zones; Spanish language skills advantageous
