Overview

In this role you will lead the heavy civil preconstruction estimating process to deliver accurate, competitive bids for structural concrete, heavy highway, bridges, and water/wastewater projects. You will collaborate with operations, project management, and subcontractors to define scope, develop costs, and assess risk. The position focuses on improving bid competitiveness through value engineering and data-driven pricing. You will work in a team-driven environment delivering critical infrastructure, with a clear impact on project selection and execution.

Responsibilities
  • Prepare detailed, accurate cost estimates for heavy civil projects
  • Define scope by reviewing drawings, specs, and contract docs
  • Perform quantity takeoffs for structural concrete, earthwork, utilities
  • Develop labor, equipment, material, and subcontractor pricing
  • Solicit and evaluate subcontractor and supplier quotations
  • Analyze risks, constructability, and value engineering opportunities
  • Develop production rates and estimating assumptions for scheduling
  • Coordinate with project management and operations during bid prep and handoff
  • Assist in proposals and supporting bid documentation
  • Maintain knowledge of market pricing, labor, material costs, and industry trends
  • Build and maintain relationships with subcontractors, suppliers, engineers, and owners
  • Ensure timely and accurate submission of estimates
Key requirements
  • 10+ years estimating experience in heavy civil construction
  • Extensive experience estimating structural concrete and public infrastructure projects
  • Strong understanding of means, methods, rates, scheduling, and cost analysis
  • Knowledge of local construction markets and subcontractor networks
  • Excellent organizational, analytical, and communication skills
  • Ability to work independently and collaboratively within a team
  • Ability to manage multiple estimates and meet deadlines
