Overview In this role you drive the delivery of water facility network construction projects, leading inspectors and coordinating with customers, contractors, and regulators. You ensure installations meet plans, stay on schedule, and align with safety and regulatory standards while managing costs and capital project inventory. You'll oversee on-site administration, document control, and payments, shaping infrastructure delivery for Veolia's North American network. This is a hands-on leadership role in a fast-paced, safety-conscious environment with cross-functional collaboration.

Responsibilities- Lead and coordinate construction activities across water facility projects with operations and transmission groups
- Direct and mentor construction inspectors; ensure progress, materials, and contractor performance align with plans
- Secure all required permits and licenses with PM oversight
- Manage on-site administration, inspections, and project documentation control
- Review and approve contractor payment requests and track expenditures
- Manage capital project inventory and material purchases via the company financial system
- Coordinate scheduling, inspection, and testing of new and replacement infrastructure
- Ensure compliance with regulatory and company standards; develop and revise material specs as needed
- Provide guidance on complex construction issues and resolve field conflicts promptly
- Verify GPS/GIS data accuracy against field installations and approve as-built plans
- Oversee capital project execution and reporting, including budgeting, forecasting, and funding project preparation
- Maintain safety programs and ensure adherence to OSHA and company safety rules
- Facilitate training for pre-qualified contractors and manage vendor relationships
- Communicate project details with contractors, government officials, customers, and internal stakeholders
Key requirements- Associate Degree or High School Diploma with 10-15 years in water utility construction
- Bachelor of Science in Construction Management preferred
- Minimum 4 years of direct water facility construction coordination/management experience
- Experience with inventory management and GIS/GPS analysis
- Familiarity with OSHA regulations and utility economics (budgeting, forecasting, value engineering)
- Ability to operate GPS/GIS equipment and manage complex scheduling
- Strong organizational and prioritization skills; ability to work under pressure and resolve problems quickly
- Proven ability to coordinate multiple activities and ensure safety compliance
- PA DEP Distribution System Operator License required
- Experience with on-site inspections, document control, and contract payment processes
