Overview Join ICF's Homeless Services team to design and deliver high-quality CES training that helps partners apply policy and system requirements. You will develop engaging, multi-format learning experiences and align content with HUD Coordinated Entry guidance. You'll evaluate learner outcomes, maintain documentation, and continuously improve training based on feedback and policy changes. This role combines instructional design with hands-on training to build capacity across the Continuum of Care. Responsibilities- Collaborate with subject-matter experts and CES users to identify training and performance-support needs
- Maintain current knowledge of CES policies, procedures, assessment practices, and HUD guidance affecting CES
- Analyze gaps in learner knowledge and define target competencies and measurable objectives
- Determine instructional approaches, delivery formats, and evaluation methods for learning needs
- Create curricula, lesson plans, facilitator guides, and performance-support resources
- Translate complex policy and technical information into clear, action-oriented content
- Design learning visuals, storyboards, and finished learning products while ensuring quality and accessibility
- Deliver foundational and specialized CES training in-person and via live webinars
- Adapt training for diverse learner roles and technical abilities; explain complex concepts clearly
- Coordinate logistics, enrollment, access, and tracking in LMS or training platform
- Travel within the CoC geography to deliver training and support CES partners
- Define criteria for evaluating learner knowledge and align assessments with goals
- Review assessments and feedback to improve instructional effectiveness
- Use root-cause analysis to diagnose training issues and recommend improvements to leadership
- Identify innovative, cost-effective methods to scale high-quality trainings
Key requirements- Bachelor's degree in a related field or equivalent combination of education and experience
- Two years related experience with CoC program and HUD CES
- Experience delivering instructor-led, virtual, or online training for professional audiences
- Experience developing curricula, lesson plans, eLearning content, tutorials, or job aids
- Knowledge of adult-learning principles and instructional-design practices
- Strong public-speaking, presentation, facilitation, writing, interpersonal, organizational, and project-management skills
- Ability to explain technical and policy concepts to varied audiences
- Attention to detail and ability to maintain documentation
