Overview As a Senior Construction Manager, you will lead on-site execution of a $900M+ energetics manufacturing facility for the U.S. Army. You will manage mobilization through mechanical completion, commissioning support, and handover to operations, coordinating with Army, USACE, and installation leadership. Your track record delivering large federal programs and hazardous-process facilities will help you shape safety, scheduling, and quality across multi-contract teams. Responsibilities- Direct all on-site construction activities for a $900M+ industrial facility, including sitework, hardened process buildings, and utilities
- Serve as primary interface with U.S. Army, USACE districts and installation leadership; lead government reviews and issue-resolution boards
- Manage subcontractors and self-perform crews; enforce contract requirements, schedule, and quality across packages
- Implement a construction safety program compliant with USACE EM 385-1-1, OSHA 29 CFR 1926, and DoD explosives safety criteria
- Ensure compliance with DESR 6055.09, DDESB site plans, and NEC classifications for hazardous areas
- Oversee cost, schedule, earned value, change control, RFIs, submittals, and claims avoidance; report status to leadership and Government
- Coordinate sequencing with process vendors, commissioning, and operations for smooth transition to systemization and startup
- Manage QA/QC per USACE three-phase inspection and ensure timely punch list closeout, testing, and documentation
- Support environmental compliance during construction (stormwater, air, waste, RCRA)
- Lead and develop a multi-discipline construction management team (superintendents, field engineers, QC, safety)
Key requirements- Bachelor's degree in Construction Management, Civil Engineering, Mechanical Engineering, Chemical Engineering, or related field
- 15+ years of progressive construction management on heavy industrial projects, including at least 10 years with federal programs
- Senior on-site construction manager for a federal or industrial program valued at $500M+
- Direct experience with chemical process plants or energetics/munitions facilities; piping and instrumentation scopes
- Extensive U.S. Army/Government liaison experience with daily interaction with Army program offices, USACE, and installation leadership
- Familiarity with FAR/DFARS, submittals, RFIs, government change and claims management
- USACE EM 385-1-1 safety knowledge and USACE CQM-C certification (or ability to obtain within 90 days)
- OSHA 30-hour Construction certification
- Experience managing large subcontractor teams (300+ craft personnel peak)
- Proficiency with Primavera P6, EV reporting, and Government PM systems (RMS or equivalent)
- U.S. citizenship with ability to obtain DoD Secret clearance and pass installation screening
- Willingness to relocate to Central Kentucky for 3-5 year assignment
