Overview

In this role you will support the agency's legislative program by drafting and evaluating proposed laws and regulations. You will provide legal analysis, opinions, and advice to agency staff, and coordinate with legislators and executive offices. You'll assess the impact of new or changing laws on agency programs and recommend changes to rules, regulations, and policy. The position operates within a state government context, emphasizing legal accuracy, cross agency collaboration, and timely legislative updates. This is an opportunity to shape regulatory frameworks that govern alcoholic beverage control.

Responsibilities
  • Draft proposed legislation and advise staff on legislative implications
  • Analyze proposed legislation for legal sufficiency and impact on agency programs
  • Review and comment on changes to laws, rules, and regulations affecting agency programs
  • Prepare memoranda, requests, and recommendations for executive staff and legislators
  • Provide legal opinions and digest publications on approved legislation
  • Suggest changes to agency rules and policy statements to align with new laws
  • Conduct legal research and respond to requests for legal decisions and opinions
  • Review agency programs from a legal perspective and propose changes
  • Interpret laws, rules, and procedures relevant to agency activities
Key requirements
  • Admission to the New York State Bar in good standing
  • Four years of post bar professional legal experience
  • Travel approximately 5% as needed
  • Possession or ability to obtain a valid NYS Driver's License
