Regional Lead Project Manager: Central Administration

Overview

In this role you lead complex construction projects in the VADOC Central Region, acting as the owners' representative from design through closeout. You will manage scope, schedule and budget, ensure quality, safety, and regulatory compliance, and support cross-functional delivery of programs that enhance field operations. As a subject-matter expert, you'll help other project managers resolve issues and align projects with the department's mission. This is an opportunity to influence statewide construction delivery within a public sector framework.

Responsibilities
  • Plan and manage projects up to $5 million across design, construction, and closeout
  • Serve as owners' representative throughout all project phases
  • Lead schedule, scope, and budget management
  • Ensure quality assurance, safety, and environmental compliance
  • Coordinate administrative and logistical support for each project
  • Act as SME to other project managers and resolve complex construction issues
  • Support cost-efficient delivery of programs and services
  • Ensure regulatory and statutory compliance with external agencies and procurement rules
Key requirements
  • Thorough knowledge of construction project management processes
  • Experience managing multiple design and construction projects
  • Effective communication with management, professionals, and contractors
  • Budget management through all phases to avoid overruns
  • VCCO certification
  • Knowledge of codes, laws, and regulations governing construction and procurement in Virginia
  • Experience coordinating with external agencies (State Fire Marshal, DEB, Historic Resources, DEQ, utilities)
  • Familiarity with public procurement and administrative processes
  • Experience with Division of Engineering and Buildings (DEB) is a plus
  • Professional Engineering or Architecture license is a plus
  • Knowledge of CADD or Revit is a plus
