Construction Management QA/QC Specialist

Overview

In this role you will perform QA/QC for residential construction, rehabilitation, reconstruction, and mitigation funded by CDBG-DR and CDBG-MIT to support LA County disaster recovery efforts. You will partner with field teams to ensure accuracy, compliance, and proper documentation, enabling timely project progress and environmental/safety adherence. The position offers exposure to federal programs and the chance to contribute to rebuilding communities after disasters. This role suits detail-oriented professionals who thrive in dynamic environments and cross-functional collaboration.

Responsibilities
  • Perform QA/QC reviews of inspection reports, scopes of work, cost estimates, builder invoices, and milestone inspections
  • Verify construction documentation accuracy, completeness, and consistency with approved project scopes
  • Ensure environmental compliance requirements (lead-based paint, asbestos, mold, Section 106) are incorporated into scopes
  • Review plans, scopes of work, and contractor submissions for completeness and code/program adherence
  • Review and validate builder invoice submissions for accuracy, completeness, and cost reasonableness
  • Assist in maintaining document control and proper filing of all construction and inspection documentation
  • Coordinate with Damage Assessors, Construction Managers, and other field staff to resolve inconsistencies in documentation
  • Support quality assurance audits, inspections, and field verification activities
  • Identify potential risks or discrepancies and escalate to the Construction QA/QC Lead
  • Other tasks, as assigned
Key requirements
  • Associate's degree or equivalent combination of education and relevant work experience
  • 1-3 years of experience supporting residential construction, inspections, damage assessments, or QA/QC activities
  • Experience with CDBG-DR, CDBG-MIT, or other federally funded construction programs
  • Proficiency with Xactimate X or later for damage assessments and cost estimating
  • Knowledge of IRC 2024, IBC 2024, LA County and CA Building Code, and resilient residential construction practices
  • Strong proficiency in Microsoft Excel, Word, and document management systems (SharePoint, QuickBase, Salesforce)
  • Excellent writing and organizational skills and attention to detail
  • Ability to manage multiple tasks and work independently or with a team
