Overview In this role, you lead the Construction Management Services program for a major USACE project within an IDIQ/MATOC framework. You'll guide CMS activities, ensure compliance with USACE and federal standards, and manage cross-functional teams to deliver on contract requirements. You shape risk, QA, and reporting processes, coordinating with government stakeholders and subcontractors. Responsibilities- Provide overall CMS leadership and ensure adherence to USACE, Federal, and contract requirements
- Oversee CMS staffing, experience, performance requirements, and task-order coordination
- Implement QA procedures per PSQAP, ER 1180-1-6, and related regs
- Assist COR with contract administration including submittals, schedules, safety plans, and modifications
- Prepare and submit daily QA reports, pre-construction reviews, and COR correspondence using MS Word/Excel and USACE RMS
- Identify program risks and develop mitigation strategies for schedule, cost, safety, and quality
- Serve as primary liaison with government personnel, subcontractors, and stakeholders
- Ensure personnel meet training, security, and background checks; promote veterans employment
- Monitor and report contract totals, remaining capacity, and financials to ensure compliance
Key requirements- Bachelor's degree in Engineering, Construction Management, or related field
- Current/active Secret clearance or above
- Willingness to travel up to 50%
- 15+ years in program management for construction management services (10+ years for senior level)
- Experience managing large, complex federal or military construction programs
- Proven ability to manage multi-disciplinary teams and concurrent task orders
- Strong knowledge of FAR, USACE practices, and applicable codes/standards
- Excellent written and oral communication; proficient in project management tools and USACE RMS
- Ability to obtain/maintain additional security clearances as required
- Completion of USACE Construction Quality Management for Contractors (within 5 years)
