Overview In this role you will independently manage complex procurements related to A&E, construction, facilities, and capital projects. You will work with project teams to shape acquisition strategies, resolve contractual issues, and support cost, schedule, and technical objectives. The position combines negotiation, source selection, and post-award administration within a DoD-focused contracting environment. This role offers impact through managing high-value procurements and mentoring less-experienced staff.

Responsibilities- Plan, solicit, negotiate, award, administer, modify, and close out complex contracts for construction, A&E, and facilities-related work
- Develop acquisition and sourcing strategies and conduct market research
- Prepare and manage RFPs, RFQs, IFBs, RFIs, and related procurement actions
- Review SOWs, specifications, drawings, and evaluation criteria for completeness and contractual risk
- Analyze proposals, perform cost/price analysis, and document procurement decisions
- Lead negotiations on price, scope, schedule, terms and conditions
- Manage modifications, change orders, and post-award actions
- Advise project teams on acquisition strategy, contractual requirements, and risk
- Prepare and maintain acquisition documentation and subcontract files per purchasing system
- Resolve subcontract performance and administration issues with contractors and stakeholders
- Provide guidance and informal mentoring to junior Subcontracts Administrators
- Participate in process improvements and department initiatives
Key requirements- U.S. Citizenship
- Ability to obtain and maintain a government security clearance (DoW)
- Bachelor's Degree plus 6+ years of relevant experience or Master's plus 4+ years or equivalent in construction, facilities, A&E, or capital project procurement
- Experience independently managing complex procurements from solicitation through closeout
- Experience with cost and price analysis, negotiations, change orders, and subcontract terms and conditions
- Strong knowledge of FAR and DFARS and applicable flow-down clauses
- Strong analytical, negotiation, organizational, and communication skills
- Proficiency in Microsoft Office
