Overview In this role you will lead owner representation for medium- to large-scale secure facility projects in the Washington/Baltimore area. You will partner with multi-disciplinary teams to manage cost, schedule, and quality while guiding projects from pre-construction through closeout. The work focuses on secure laboratories and SCIFs with high-density IT/AV systems, ensuring compliance and accreditation readiness. You will drive risk mitigation, coordination with authorities, and deliver high-quality outcomes aligned with client goals.

Responsibilities- Provide pre-construction and construction phase owner representation for medium to large projects, solo or with a team
- Manage cost, schedule, and quality on behalf of the client/owner
- Collaborate with project delivery team to identify risks and develop mitigations
- Review schedules for feasibility; track progress against accepted plan
- Lead or participate in progress meetings; prepare or review meeting minutes
- Oversee QA inspections to ensure contract compliance and quality
- Review and support negotiations on change orders
- Coordinate with accreditation authorities and third-party stakeholders on systems
- Coordinate punch lists and acceptance with designers and stakeholders
- Ensure closeout deliverables: trainings, manuals, warranties, stock material
- Communicate quality issues effectively with internal and external stakeholders
- Maintain required certifications and on-site safety practices
Key requirements- High school/GED with 15 years related experience and/or education OR Bachelor's degree in engineering, architecture, construction management, or related field with 10 years of related experience
- Knowledge of ICD-705 and ICS-705 standards
- OSHA 30-hour certification (must obtain within 3 months of hire)
- Working knowledge of construction codes, materials, methods, and tools
- Experience in contract administration, change management, QA/QC, and project controls
- Independence and ability to handle all project aspects
- Diplomacy and tact in handling sensitive issues
