Cost Manager / Quantity Surveyor - Construction Management

Overview

In this role you support Turner & Townsend's mission by leading cost management and procurement activities for a diverse construction portfolio in Boston. You will guide client cost strategies, manage vendor prequalification and bid processes, and drive value through estimating, reporting, and risk assessment. You'll collaborate across project teams to ensure cost control and successful delivery, contributing to impactful, high quality projects. This position offers a meaningful opportunity toshape cost outcomes on medium to large-scale builds within a global firm.

Responsibilities
  • Advise clients on cost and procurement strategies and manage vendor prequalification and bid processes
  • Develop and review project estimates across lifecycle (construction, fees, direct costs) and provide value engineering and risk assessments
  • Present estimates to clients and benchmark against similar projects
  • Manage cost reporting, budgets, spend forecasts, and commercial risk registers; lead project level cost reviews with teams and vendors
  • Oversee payment assessments, change orders, and apply dispute prevention and resolution procedures
  • Monitor invoicing and align with delivery and financial controls
  • Benchmark performance to drive best practices and consistency across commissions
  • Lead final accounting, post contract audits, and lessons learned documentation
  • Develop handover procedures for projects across scopes and delivery methods
  • Utilize Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software
  • Possibly perform SOX control activities where applicable
Key requirements
  • Bachelor's degree in a relevant field
  • 3-5 years of cost management or quantity surveying experience in construction
  • RICS accreditation or active progression toward it (valued)
  • Experience supporting cost management on medium to large-scale projects
  • Strong knowledge of procurement routes, value management, and value engineering
