General Description:
Test Administrator shall be responsible for administering a variety of tests including military, educational, and professional certification exams to military personnel, civilian employees, and their dependents.

Test Administrator must be able to administer various types of exams during each session, which requires strong multi-tasking skills and frequent movement in and out of the testing room. Test Administrator is responsible to read, understand, and administer tests in accordance with instructions provided in applicable testing handbooks, test examiner guides, and TCO/ATCO instructions, to ensure no possibility of test compromise.

Specific Tasks:
Responsible for administering the following categories of tests to eligible military and civilian personnel, and their dependents, as authorized by the Department of War, Air Force, Air Mobility Command, Air Force Personnel Center, and Program Instructions (NOTE: additional tests may be added or removed as needed, within test session capacity).
a. Air Force Career Development Academy (AFCDA) end of course (EOC) tests, including Career Development Course, non-resident Professional Military Education, and specialized exams.
b. Job Site Training (JST) Course Exams.
c. Defense Language Aptitude Battery (DLAB), Defense Language Proficiency Tests (DLPT) and Oral Proficiency Interviews (OPI).
d. Federal Aviation Administration (FAA) Examinations.
e. Air Force Reading Abilities Tests (AFRAT) and Typing Tests.
f. Other tests used in local advisement or guidance programs, to include career assessment and interest inventories, as requested by Test Control Officer (TCO) or Alternate Test Control Office (ATCO).
Responsible for checking the Air Force Automated Education Management System (AFAEMS) testing schedule prior to each test session to verify examinee eligibility to test.
Identify and review appropriate testing guides and manuals to prepare all necessary requirements for each testing session at least one day prior.
Open and withdraw all scheduled tests from safe prior to start of each test session and/or prepare computer workstations.
Check room and take appropriate actions prior to the testing session to ensure proper spacing between desks, adequate lighting, cleanliness, and required temperature. Ensure testing office and testing room are kept in a condition conducive to good test performance, and adequate circulation of fresh air is available. Clean testing desks and computer monitors daily to promote health and safety. Promptly contact the Facility Manager to address and resolve issues with room temperature and lighting.
Require all examinees present official picture identification and sign testing log, in accordance with applicable testing program policies, before accessing test material. Check test materials for marks and missing pages before issuing them to examinees.
Read exam and special testing instructions to examinees as required by appropriate testing guides and manuals. Read list of prohibited items that may not be taken into the testing room and ramifications when prohibited items are identified in the testing room.
Maintain official log for all tests, showing the individuals name, the test title and monitor start/stop times for all test intervals.
Instruct all examinees at the beginning of each session as follows:
a. To read carefully and follow instructions exactly as they are printed in the test booklet or electronic exam.
b. To leave any prohibited items outside the testing room.
c. To adhere to any prescribed time limits. Ensure that all time limits are adhered to and the examinee is aware of time requirements for each test.
d. Return test material and scratch paper to the Test Administrator immediately upon exiting the testing room.
Review each answer sheet as it is submitted by the examinee to ensure proper completion.
Check each reusable answer booklet as it is returned for marks and erase them completely. Check all booklets for missing pages and enter the time they are returned in the test log.
Collect, monitor, and shred all scratch paper issued to examinees immediately upon completion of exams, to maintain security of controlled test material.
Transfer all electronic exam results to appropriate testing agencies and military offices.
Complete safe and test office security forms at start and close of each test session. Ensure no money, supplies, forms, envelopes, inventories, brochures or booklets are stored in the safe.
Lock all controlled testing material in the appropriate safe, and lock the safes and testing office doors before leaving the testing office.
Prepare completed answer sheets, tests, and any unused tests that may need to be returned, for mailing or electronic transmittal to the various testing agencies, according to the instructions for each type of test. All documents required for mailing will be fully completed, except for the ITPM/TCO/ATCO signature, prior to final check by the ITPM/TCO/ATCO.
Inform Education & Training Section Chief and ITPM/TCO/ATCO immediately of any testing irregularities, which may represent the potential for a test compromise or complaint from a testing candidate. Maintain familiarity with test irregularity/compromise guidance for applicable programs and implement in accordance with prescribed timelines and procedures. Prepare testing irregularity reports and provide to ITPM/TCO for signature.
Check in examinations upon receipt and enter required information in AFAEMS inventory module, ensuring that entries are made no later than the first duty day after tests are received. Update and verify inventory sheets for all programs monthly via AFAEMS.
Conduct monthly inventories in conjunction with the ITPM/TCO/ATCO and prepare quarterly reports. Maintain copies of inventories for future inspection.
Check monthly for new electronic Air University E-exam tests and upload new data, within time frames identified by Air University. Upon receipt of paper-based Air University tests, on the envelope identify the name of the student, test identification number, date received, and expiration date. Enter all Air University tests into the data file in the established format.
Coordinate with the Education and Training Offices to facilitate scheduling of individual exams.
Prepare examination order forms for ITPM/TCO/ATCO signature and advise of under or over-stocking of any test related item. Maintain adequate numbers of tests and answer sheets at all times, based on prior usage patterns, student inputs, and ITPM/TCO/ATCO recommendations.
For single use/individual specific exams, input test in AFAEMS inventory and notify students upon test arrival, first by email and later by phone if needed. When necessary, schedule a person for testing and file/distribute score reports as instructed.
Discard obsolete test administration publications within 7 days of receipt of new publications, guides, manuals, etc. Return expired and unneeded exams to the appropriate testing agency or destroy and document destruction in AFAEMS, IAW testing agency policies.
Maintain, print, store, and reference applicable hard copy or electronic program handbooks, ensuring currency of all testing instructions and policies.
Maintain a file of special-order tests and handle all follow-up associated with these tests.
Maintain statistical data related to test administration, as required by Education and Training Chief, ITPM or designee and assist with reports and PowerPoint slides, as requested. Such data will include (but not necessarily be limited to) monthly statistics on types of tests administered and to whom (by rank and service) and any additional test related data required for semi-annual and annual reports.
Maintain all documents and correspondence files in a neat and orderly manner. Separate files by fiscal year, and individual testing program (as required). Responsible for making file labels and setting up the file for each new calendar year.

Qualifications:
Must have completed a baccalaureate degree program at an accredited college or university, recognized by the U.S. Department of Education.
Excellent customer service, verbal, and written communication skills are essential.
Knowledge of/experience with standardized educational and military testing programs is required.
Knowledge of/experience with AF terminology is required.
Knowledge of/experience with office procedures and education programs is desired.
Experience using Microsoft Word, PowerPoint, Outlook, and Excel is required.
Experience using FAA, DLI, and AFCDA testing platforms is highly desirable.
Experience maintaining and troubleshooting testing workstations and software is also highly desirable.
