Hiring: Civil Engineer / Project Manager Water and Wastewater
Location: Jacksonville, TX
Salary: $100,000 $120,000/yr + Performance Bonus
Schedule: Full-time Hybrid
Central Texas Recruiting is seeking a licensed Civil Engineer / Project Manager to lead water and wastewater infrastructure projects from design through permitting, bidding, construction support, and closeout. This role offers significant technical ownership and client interaction while supporting municipal, rural water supply, and public-sector utility projects throughout Texas. The ideal candidate brings strong water/wastewater engineering experience, project management skills, and an active Texas PE license.
Key Responsibilities
Review, design, and seal civil engineering plans for water and wastewater infrastructure projects
Lead design projects involving water distribution systems, wells, storage facilities, treatment plants, and related utility infrastructure
Prepare and manage TCEQ submittals, permitting documentation, and regulatory compliance activities
Manage projects from planning and design through bidding, construction support, and closeout
Develop bid packages and support public bidding processes
Review contractor submissions and assist clients during project execution
Serve as engineering point of contact for municipalities, utilities, boards, and other stakeholders
Coordinate with drafting resources and provide technical direction
Participate in client meetings, board meetings, field visits, and site inspections
Mentor EITs, junior engineers, technicians, or design staff as needed
Qualifications & Requirements
Bachelor's degree in Civil Engineering
Active Professional Engineer (PE) license in the State of Texas
6+ years of civil engineering experience
Water/wastewater, municipal infrastructure, utility, or public-works experience
Experience with TCEQ submittals, permitting, and regulatory requirements
Experience with water distribution systems, wells, storage facilities, treatment plants, or related infrastructure
Project management experience covering design, bidding, client Coordination, construction support, and delivery
Proficiency with AutoCAD or comparable civil design software
Valid driver's license and ability to travel throughout Texas
Strong client-facing, communication, organizational, and project management skills
Experience with rural water supply corporations, municipalities, or public-sector utility clients preferred
Business development and team leadership experience preferred
