TinkBird Healthcare Staffing is seeking an experienced, Board-Certified physician to serve as Chief Medical Officer (CMO) for a well-established Federally Qualified Health Center (FQHC) serving underserved communities in northeastern North Carolina. Maintain an active primary care patient panel while serving in an executive leadership capacity
Leadership & Administrative Responsibilities
Provide strategic clinical leadership and direction for Clinical Services
Participate as an active member of the Executive Team and leadership committees
Develop strategic plans, departmental goals, provider objectives, and succession plans
Oversee the integration and coordination of clinical services
Lead the selection, development, training, supervision, and retention of medical staff
Orient and mentor new physicians and advanced practice providers
Conduct and oversee regular clinical provider meetings
Establish and maintain clinical policies, procedures, protocols, and standards
Develop and implement clinical programs designed to improve workflows, productivity, quality, and patient care
Collaborate with executive and clinical leadership on organizational planning and the health center's clinical strategy
Participate in development and presentation of the clinical activities budget, including staffing, equipment, and support needs
Develop clinical objectives and assist with implementation of the organization's health care plan
Represent the clinical staff's needs, concerns, and policy recommendations to the CEO and Board of Directors
Participate in community activities and partnerships addressing community health needs
Provide leadership in organizational problem-solving and medical decision-making
Serve as the final medical authority on clinical issues when disputes arise
Provider Oversight & Medical Staff Responsibilities
Supervise, manage, and develop direct-report clinical staff
Oversee annual and periodic performance evaluations of clinical providers
Review and recommend provider credentialing, privileging, and delineation of services
Develop qualifications, job descriptions, and evaluation standards for clinical personnel
Oversee peer review processes for medical and behavioral health providers
Ensure medical records are accurate, complete, and compliant with established standards
Coordinate clinical assignments, rotations, call schedules, coverage, and leave approvals
Ensure providers are appropriately trained, supervised, and supported
Maintain strong relationships with medical, administrative, and support staff
Address provider productivity and performance concerns and support appropriate corrective action
Participate in patient grievance resolution and medical malpractice claims management
Quality, Compliance & Risk Management
Lead and support the organization's Quality Improvement program as it relates to patient care
Develop and monitor quality improvement initiatives using protocols, guidelines, benchmarks, and best practices
Support the organization's goals for improved access, quality, and reasonable cost
Ensure compliance with federal, state, and accrediting-body requirements
Maintain compliance with HIPAA, OSHA, and other applicable regulatory requirements
Provide leadership for patient safety and risk management activities
Develop and monitor compliance and risk management plans and training
Oversee patient complaint investigations and medical malpractice claims management
Support Patient-Centered Medical Home (PCMH) workflows, policies, and accreditation activities
Participate in electronic medical record system development and improvement
Ensure clinical operations align with FQHC requirements and applicable standards
Clinical Responsibilities
Maintain a patient panel consistent with approximately 0.3 FTE
Provide comprehensive primary care to pediatric, adolescent, adult, and geriatric patients
Assess patient conditions using clinical observation, medical records, patient/family interaction, and other relevant information
Diagnose and treat patients using appropriate medical knowledge, clinical judgment, and evidence-based practices
Follow up on patient needs and ensure timely, thorough care
Provide clinical coverage during periods of staffing need or provider absence
Collaborate with multidisciplinary teams to support integrated, patient-centered care
Provide clinical leadership for population health, behavioral health, and integrated care initiatives
Qualifications
MD or DO from an accredited medical school
Board Certified physician
Active, unrestricted North Carolina medical license
Current DEA certification
Current BLS certification
Minimum 6 years of experience in a clinical, academic, or administrative capacity
Experience in a primary care setting serving pediatric, adolescent, adult, and geriatric populations
Clinical management and leadership experience
Strong community health/public health orientation
Experience working within an FQHC environment strongly preferred
Proficiency with EHR systems and computer applications
Strong organizational, leadership, analytical, and communication skills
Ability to manage multiple priorities and deadlines
Ability to develop, interpret, and implement clinical policies and procedures
Ability to establish effective relationships with providers, staff, patients, families, and community partners
Bilingual English/Spanish skills preferred

Occasional evening and weekend work may be required
Some travel may be required
