THE POSITION
Are you a driven and creative leader who is ready to grow into a new challenge? The Director of Billing and Cost Recovery Management within the Office of Administration plays a key role in supporting the financial health of statewide technology services. This senior-level position is responsible for the oversight of IT financial management, cost recovery mechanisms, and revenue strategies. You will work with many teams to strengthen financial practices and ensure agencies have what they need to succeed. This position offers a chance to make a positive statewide impact.

DESCRIPTION OF WORK
This position supports the statewide management of IT financial operations and strengthens the systems that guide billing, cost recovery, and revenue planning. The role helps ensure that financial practices align with agency needs and enterprise standards. As a Director of Billing and Cost Recovery Management, you will perform the following duties:Financial Leadership: Guide statewide IT financial planning, including forecasting and the use of Technology Business Management principlesBilling Oversight: Manage shared services billing processes and ensure accuracy in cost recovery and revenue trackingPolicy Guidance: Support agencies and leadership in applying financial policies, standards, and strategic practicesCollaboration Coordination: Work with enterprise teams and delivery centers to align operational activities with financial objectivesGovernance Support: Help develop financial governance practices that improve transparency and promote cost effective services

Work Schedule and Additional Information:Full-time employmentWork hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch.Telework: You may have the opportunity to work from home (telework) part-time, three days in office and two days telework. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONSMinimum Experience and Training Requirements:Twelve years of professional information technology experience; orEight years of professional information technology experience and a bachelor's degree; orAn equivalent combination of experience and training.
Additional Requirements:You must possess at least three years of experience using SAP reporting tools.You must possess at least three years of experience using SAP's SRM software.You must possess at least three years of experience with billing and cost recoveries in a government setting.You must be able to perform essential job functions
