Position Summary
The Onsite Project Manager is responsible for the overall management, administration, supervision, coordination, and execution of the Comprehensive Facilities Management (CFM) contract supporting multiple federal facilities in Sacramento, California.
The Project Manager serves as the primary point of contact with the Government and ensures compliance with all contract requirements related to Operations and Maintenance (O&M), vertical transportation equipment (VTE), pest control, window washing, preventive maintenance, work orders, quality control, safety, and regulatory compliance.
Minimum Qualifications
Minimum five (5) years of Facilities Management, Building Operations, or O&M management experience.
Minimum three (3) years managing personnel and subcontractors.
Experience overseeing commercial, institutional, healthcare, military, or federal facilities of similar size and complexity.
Knowledge of HVAC, electrical, plumbing, fire protection, building automation systems (BAS), elevators, and life safety systems.
Experience with computerized maintenance management systems (CMMS).
Ability to obtain and maintain required federal facility access credentials.
Strong written and verbal communication skills.
Primary Duties and Responsibilities
Contract Management
Serve as the primary point of contact for the Contracting Officer (CO), Contracting Officer Representative (COR), Facility Managers, and Government stakeholders.
Manage contract performance to ensure all Performance Work Statement (PWS) requirements are met.
Attend partnering meetings, status meetings, inspections, and performance reviews.
Coordinate subcontractors and specialty service providers.
Operations and Maintenance Management
Oversee routine maintenance, preventive maintenance, corrective maintenance, inspections, testing, and repairs.
Ensure compliance with manufacturer recommendations, industry standards, and contract requirements.
Monitor facility performance and recommend operational improvements.
Work Order Management
Ensure timely response to and completion of emergency, urgent, and routine work orders.
Monitor work order status, labor utilization, and service delivery metrics.
Ensure accurate CMMS documentation and reporting.
Personnel Management
Supervise onsite supervisors, engineers, technicians, administrative staff, and subcontractors.
Manage staffing levels to maintain contract compliance.
Conduct employee evaluations and performance reviews.
Coordinate employee training and certifications.
Quality Control and Safety
Implement and maintain the Quality Control Plan (QCP).
Ensure compliance with OSHA, EPA, NFPA, local codes, and Government safety requirements.
Investigate incidents, accidents, and safety concerns.
Ensure corrective actions are implemented and documented.
Reporting and Administration
Prepare monthly reports, performance metrics, and management summaries.
Maintain preventive maintenance schedules and completion records.
Review invoices, service reports, and subcontractor billing.
Manage budgets and contract expenditures.
Authority
Authorized to commit company resources necessary for contract performance.
Authorized to accept inspection reports, notices, deductions, and official Government correspondence on behalf of the Contractor.
