Construction Manager - Highlawn Towers Rehabilitation Project

Position Summary

Navko Construction is seeking an experienced Construction Manager to oversee the rehabilitation and modernization of the Highlawn Towers project in Huntington, West Virginia. The Construction Manager will be responsible for day-to-day site operations, schedule management, subcontractor coordination, quality control, safety compliance, owner communication, and successful project delivery while maintaining resident occupancy and minimizing disruption.

The ideal candidate has experience managing multifamily renovation projects, occupied housing renovations, HUD-funded projects, ADA compliance requirements, and large-scale site improvements.

Key Responsibilities

Project Management

  • Lead daily construction activities for all phases of the project.
  • Develop and maintain project schedules to meet contractual milestones.
  • Coordinate subcontractors, suppliers, inspectors, and project stakeholders.
  • Monitor manpower requirements and productivity across all trades.
  • Identify and resolve field issues proactively to avoid schedule delays.

Site Operations

  • Manage all on-site construction activities including:
    • Sitework and asphalt paving
    • Concrete sidewalks and ADA improvements
    • Roofing
    • Mechanical, Electrical, and Plumbing (MEP) work
    • Interior apartment renovations
    • Building envelope improvements
    • Fire protection and sprinkler systems
  • Ensure work is completed according to plans, specifications, and applicable codes.

Safety Management

  • Enforce OSHA regulations and company safety policies.
  • Conduct daily safety meetings and inspections.
  • Maintain jobsite safety documentation.
  • Investigate incidents and implement corrective actions.

Quality Control

  • Perform routine quality inspections.
  • Ensure compliance with contract documents and approved submittals.
  • Manage punch list development and completion.
  • Coordinate inspections with local authorities and consultants.

Schedule & Budget Control

  • Track project progress against baseline schedules.
  • Identify potential delays and implement recovery plans.
  • Monitor labor productivity and subcontractor performance.
  • Assist with change order pricing and documentation.
  • Support cost tracking and forecasting efforts.

Owner & Resident Relations

  • Participate in owner meetings and provide project updates.
  • Coordinate work within occupied units while minimizing resident disruption.
  • Address resident concerns professionally and promptly.
  • Maintain positive relationships with property management staff.

Documentation & Reporting

  • Prepare daily reports documenting:
    • Workforce
    • Weather
    • Progress
    • Safety observations
    • Deliveries
    • Issues requiring resolution
  • Maintain project logs, RFIs, submittals, and closeout documentation.
  • Provide weekly progress reports to company leadership.

HUD & Section 3 Compliance

  • Assist with Section 3 workforce and reporting requirements.
  • Coordinate with local workforce development agencies.
  • Support compliance documentation for federally funded work.

Qualifications

Required

  • 5+ years of construction management experience.
  • Experience managing multifamily renovation projects.
  • Strong knowledge of construction sequencing and scheduling.
  • Ability to read and interpret plans, specifications, and contracts.
  • Experience managing multiple subcontractors simultaneously.
  • Proficiency in Microsoft Office and construction management software.
  • Valid driver's license.

Preferred

  • HUD-funded project experience.
  • Section 3 compliance experience.
  • ADA compliance and accessibility construction experience.
  • Occupied renovation experience.
  • OSHA 30 Certification.
  • Procore, Bluebeam, or similar software experience.
